Jenny Freeman
Jenny has served on the Blossom Center's Board of Directors since 2016, indicating her devotion to the concept of quality daycare for the community we serve. Jenny is retired after many years involved in the Oak Ridge nuclear waste cleanup effort, playing roles in communication, group facilitation, and business development. She lives in a "legacy" neighborhood in east Oak Ridge with her husband, Bill Allen. Their daughter attended Oak Ridge schools from pre-school to high school and lives and works in Delaware. Bill and Jenny love living in Oak Ridge and appreciate all the many benefits that brings.

I joined the Blossom Center board in 2023 and I am the treasurer of the board. I am also the director of United Church Nursery School. I am married and have three girls of my own (23, 21, and 17).

Lisa Moelloer
Lisa Moeller has lived in Oak Ridge for 37 years, and is the mother of 2 grown sons, both of whom benefitted from the Oak Ridge school system, starting with the Montessori Center of Oak Ridge where she served on the board of directors. She has a master’s degree in Journalism from the University of Illinois. Lisa was Director of Program Ministries at First United Methodist Church for 6 years and was the church staff liaison for the First Steps Child Development Center. She is currently the Volunteer Coordinator for United Way of Anderson County. She also has 20+ years of experience in recruiting and marketing.

Tanya Vargas MD
Is a retired pediatrician who moved to Oak Ridge in 1990 and practiced at Children’s Clinic for 25 years. Community service has always been central to her values, and she is proud to be a founding member of the Free Medical Clinic of Oak Ridge. She remains deeply committed to supporting Hispanic families through various community organizations, and because children are her passion, serving with the Blossom Center Board is another meaningful way she continues to give back.

Shirley Raines
Dr. Shirley Raines is a much sought-after speaker, consultant, and author. She speaks with humor, enthusiasm, and authority. Shirley’s leadership roles culminated in her service for 12 years as the first woman president of the University of Memphis where the Centennial Residence Halls are name in her honor.
Powerful, prepared, and personable were the descriptions used at her induction into the Tennessee Women’s Hall of Fame. Shirley was elected president of ACEI, Association for Childhood Education International, and served on the selection committee for the National Teacher of the Year. Dr. Raines also was invited to speak at the White House Conference on University Entrepreneurship for the FedEx Institute of Technology.
Dr. Raines has written 24 books, 18 for educators, 5 for children, and 1 leadership book, available from Outskirts Press, An Uncommon Journey: Leadership Lessons from a preschool teacher who became a university president. Her latest children’s book is Our Butterfly Garden from Kendall Hunt Publishing, Innovative Ink in 2025.
Shirley lives in Oak Ridge, Tennessee, near her son’s family. She serves on the Roane State Community College Foundation Board, Emory Valley Center Foundation Board, and the Blossom Center Board. Dr. Raines is active in community organizations, including Altrusia. She speaks to professional organizations and civic groups and consults nationally.
